ABSTRACT

This chapter recalls the, The United Nations Protection Force (UNPROFOR) military objectives in this peacekeeping mission because these goals guided our actions, from myself, as Force Commander, down to the level of the soldiers in the field. The use of air power must abide by the principles of the minimum use of force in peacekeeping missions. North Atlantic Treaty Organization (NATO)-led Implementation Force has experienced how difficult this reality can be, even when 'Status of Force Agreements' have been agreed and signed, which is a very important prerequisite to any peacekeeping mission. The staff was made up of officers with vastly different military cultures: NATO member states and former Warsaw Pact countries, as well as countries with long traditions in peacekeeping missions. The greatest difficulties facing the mission in Bosnia resulted from the use of force by UNPROFOR beyond the legitimate frame of selfdefence.
