ABSTRACT

Between 2012 and 2014, 17 of the 20 public universities in Malaysia have been granted autonomous status. The status is expected to change the governance and management of these institutions. Prior to autonomous status, the structure, norms, and culture in governance and management of these universities have also been transformed by the corporatisation exercise in the late 1990s as well as national and institutional transformation plans. Using two public universities as case studies, this chapter explores the ways and extent to which governance and management have changed and evolved by focusing specifically at the institutional, faculty, and process levels. Among the aspects discussed in this chapter are the governance and management structure, autonomy and leadership, key performance indicators, decision-making and appointment processes, finance and funding, human resources, and academic matters.
