ABSTRACT

As for the European Union, membership is conditional on a country having established stable institutions promoting democracy, the rule of law, human rights and the protection of minorities. The European Union expressed its concern about the events accompanying the referendum and asked the Slovak Government to respect the rule of law and principles fundamental for the stability of democratic society. A lot of ordinary political problems have thus been changed into scandals, threatening the stability of the democratic regime and creating a negative image of Slovakia in the outside world. The Slovak communist nomenklatura, including its middle ranking elements, was a reliable part of the communist regime in Slovakia and there was a huge “class struggle” gap between the group and dissidents. In Slovakia, noncommunist social democracy was too weak and social democracy within the Democratic Left Party was being born slowly and in a complicated way.
