ABSTRACT

This chapter aims to discuss how traffic management techniques in Hong Kong are being adjusted to try to incorporate environmental concerns in urban transport planning, with a view to minimising the adverse environmental effects of traffic. Traffic and transport engineers, and transport and land-use planners alike, can all make a significant contribution to this area of concern as they deal on a daily basis with road traffic one of the key factors that has direct impacts on the living environment. The conflicting aims of traffic and environmental management are of increasing concern to the community. Introducing traffic into any area immediately gives rise to adverse effects on the living environment, especially with respect to air pollution, noise pollution, and road safety. The aim of traffic management, to increase the general flow and speed of traffic, is thus in conflict with reducing speed for safety reasons.
