ABSTRACT

This chapter outlines the main methodological steps and principles of strategic land-use/transport planning in Hong Kong employed by a number of studies, the most recent of which is the Review of the Territorial Development Strategy undertaken by the Planning Department. A Land-Use/ Transport Optimisation model was developed whereby for a number of objective functions, long-term patterns of development and infrastructure systems were derived. The issue of land-use/transport interaction may be viewed at three different levels of planning in Hong Kong. Conventional land-use/transport planning exercises and their transport models have been in international use for many years. An analysis of key issues leads to the derivation of land-use budgets and the formulation of specific objectives and related evaluation criteria and performance measures. An issue often causing difficulties at this stage of a strategic land-use planning study is the question as to whether the main objectives and/or sub-objectives should be given any particular weighting.
