ABSTRACT

This chapter describes the effectiveness of labour market training (LMT) from the point of view of the trainee and the evolution of individual labour market pathways. Labour market pathway, which is a new concept, describes the entirety of the phases that an individual goes through in the labour market. The chapter focuses on the second report of the study of the effectiveness of labour market training for individuals. It argues that the effectiveness of training can only be evaluated with reference to the individual labour market pathways of participants. The chapter considers that there is a causal relationship between education or training and work, but there are also many other aspects to be considered. In Finland, expectations are currently high in relation to the effectiveness of labour market training as well as to labour market policy in general. Vocationally differentiated training represents 'traditional' LMT specifically connected to a certain occupation.
