ABSTRACT

As recently as 2016, Kosovo’s policymakers have expressed their intent to use research evidence to inform further development of the country’s national education system. In support of this goal, it is possible to deploy programs of research that allow for deep inquiry into Kosovo’s education systems and, in turn, inform long-term planning for the country. These research programs could integrate different types of inquiry to promote researchers’ capacity to pursue emergent and exploratory questions, prediction modelling, survey work, casual inference, ethnography, theory-building, and so on. Few researchers can use all of these different approaches to inquiry but well integrated teams of researchers might be able to do so. This chapter considers the potential impact of a wide scale but logically integrated quantitative and qualitative team-based research program meant to inform the advancement of Kosovo’s education policies.
