ABSTRACT
Local governments should play a bigger role by allocating more money for social services. They should become more responsible and resist diverting funds which have been allocated for social services to other uses. In Kigoma region, one of the remotest in Tanzania, the infrastructure was very poor and teachers work under difficult conditions. Eleven of Tanzania’s 20 regions presented position papers including Arusha; Iringa; Kagera; Kigoma; Lindi; Mbeya; Morogoro; Mtwara; Mwanza; Pwani; and Rukwa. A number of regional position papers proposed that some remedial measures had to be taken by the central government, some by donors, and others by District Councils and communities who were the beneficiaries. In Iringa region, the reason behind the high level of drop-outs was the introduction of Standard IV examinations in 1986 which meant that all pupils who failed the exam repeated the year or stopped schooling.
