ABSTRACT

In this paper, we shall present the results of an evaluation study on the public care services for the elderly in a middle-sized Norwegian municipality (Naess/Waemess, 1995) . This municipality has to a very great extent implemented new methods for organization and management which are nowadays recommended by the Ministry of Social Affairs. Our study can therefore be seen as a “case-study” on the implementation of new organizational models in public care services in Norway; it can be used to illustrate why the “managerial approach” is not the right one for bettering the quality of public care services for elderly people.
