ABSTRACT

Exclusion to learning opportunities and engagements is not a consequence of physical disabilities alone, as there are many barriers to universal access to learning. These are being addressed in the Philippines through the development and implementation of the Universal Access to Learning for Development (UAL4D) framework. Developed at the University of the Philippines Open University (UPOU) for open distance eLearning (ODeL) courses, this holistic and comprehensive approach to universal access to learning is grounded in Universal Design for Learning (UDL) and positioned to contribute to inclusive education for social transformation and country’s development. Components and strategic implementation mechanics are described.
