ABSTRACT

This chapter discusses communications, navigation, and surveillance/air traffic management (CNS/ATM) evolution and transition issues. It identifies critical transition events and addresses several key issues in terms of the human element, equipment and facilities, operations and costs involved. The chapter reviews training issues and outlines guidelines for transition to communications, navigation and surveillance systems. Global planning will be essential to the successful implementation of the new CNS/ATM systems. The global plan sets forth the details of this planning. The need for an evolutionary transition is critical to planning for the new CNS/ATM systems. Ideally, the transition to new CNS systems should be based on improvements in ATM, and should be accompanied by structural and procedural changes that will enhance ATM and provide benefits to users. Training requirements associated with new technologies are an essential concern, especially for less developed States. Under the United Nations Development Fund, the execution of planned programmes and projects is delegated to international organizations as executing agencies.
