ABSTRACT

This chapter focuses on the operational aspects of land management. It presents a spatial decision support system to assist and facilitate the routine decision-making process in urban land management. The chapter provides an overview of possible extensions of the proposed decision support systems and with a discussion on multicriteria evaluation with knowledge-based systems. It focuses on the design and implementation of the local spatial decision support system (SDSS) at urban planning and construction management Bureau. Deployment of the proposed SDSS will require a detailed benefit-cost analysis to establish its economic feasibility. Anticipated benefits of the SDSS will be in the form of enhanced efficiency and effectiveness of land management practices in the municipality of Shanghai. System design for the spatial problem is greatly facilitated by graphical knowledge representation schemes called spatial influence diagrams. The draft design for the project under review must be evaluated from the point of view of its impact on the overall urban design.
