ABSTRACT

In Norway there are both public and private kindergartens, and both are financed equally by the government. Parents pay a part of the fee, known as a co-payment, and the maximum co-payment is equal for all parents. Kindergarten teacher education is run in accordance with the National Curriculum Regulations for kindergarten teacher education developed by the Ministry of Education and Research. Staffing changes mean that new regulations for ratios and staffing have taken effect from the 1st of August 2019. The kindergarten sector had until this date to phase in the new regulations with a partial financing of the introduction. A kindergarten is a pedagogical enterprise regulated by the Kindergarten Act and the Framework Plan for the content and tasks of kindergartens. Kindergartens must observe the children’s right to participate by enabling and encouraging them to express their views on day-to-day life in kindergarten.
