ABSTRACT

This chapter attempts to analyse the highly interconnected processes and go on to focus upon some of the problems of privatisation within a rather more narrow definition. The changes in cargo handling were a direct result of the structural crisis of the East German economy as it progresses through transformation into a market system. The changes in ownership and organisation in the ports, the term ‘privatisation’ can only be applies. The policies of the European Union Common Transport Policy is that subsidy is forbidden or at least placed under the strict control of the European Commission. It is possible to identify several different models that might be uses all of which have the starting point that port infrastructure and superstructure should be combines into one public company. The privatisation of ports in eastern Germany continues to be considers seriously, it is certain that the variety of solutions proposed and worthy of some consideration will continue to grow.
