ABSTRACT

Since the colonial period, Panama’s location and geography have given it special importance in the western hemisphere. In the period of political turbulence in Panama that culminated in the violent change of government in late 1989, hundreds of thousands of weapons and rounds of ammunition were distributed in containers that were open to the public. Due to its geopolitical location, Panama has become a hub for all kinds of activity related to the acquisition, stockpiling and transfer of weapons. Success in combatting the problems of weapons proliferation will be achieved if Panama learns from the experience of others and applies relevant lessons. Panama must guarantee public safety and reduce the incidence of violence. In addition, it should adopt appropriate legislation requiring those who apply for weapons permits to undergo psychological examinations, receive training in the use of weapons and receive instruction about the responsibility of owning a weapon.
