ABSTRACT

The involvement of all kinds of stakeholders through the working group approach is a primary feature of environmental planning and management in Accra. Environmental deterioration, an inevitable consequence of rapid urban growth, is caused in Accra, Ghana’s capital, primarily by inadequate urban infrastructure and services, haphazard development and urban growth patterns that do not account for the opportunities and constraints of the natural environment. A working group is a mechanism for representing the key stakeholders in an operationally feasible manner. The objective of the Accra sustainable programme (ASP) is to support environmentally sustainable growth of Accra by strengthening the capacity of the Accra Metropolitan Assembly to plan, co-ordinate and manage environment and development interactions through using the working group concept. The systematic environmental planning and management process initiated in the ASP seeks to build partnerships with all stakeholders through working groups process in order to resolve urban environmental problems.
