ABSTRACT

This chapter provides an overview of Project NetWork and describes key data elements collected with in the Virginia vocational rehabilitation (VR) Outstationing experiment. It examines the case manager treatment modality in the Virginia model, with special emphasis on the substance and intensity of VR services and presents the estimate of the earnings impacts of case-managed services. Due to the on-going nature of the data collection, this analysis only measures the earnings impacts in the first post-program quarter. Employers are required to submit quarterly earnings for each employee by social security number. The virginia employment commission data allowed to construct an earnings cross-match for roughly three-quarters of Project NetWork participants. The coefficient represents the amount of the change-in-earnings that can be attributed to the VR service intervention, assuming the model adequately controls for other explanatory factors.
