ABSTRACT

This chapter takes a more pessimistic view of the power of camera technology to effect police accountability. While there are strong indications that body-worn cameras (BWCs) will improve police officer behavior, camera technology will not foster police accountability so long as its gaze is cast in search of bad apples and not the organizational structure and occupational culture that nourish them. The chapter considers how BWCs might still heighten police accountability, should police forces and governmental actors be willing to undertake institutional reform. In sum, the prevailing view is that police BWCs can very well be construed as a fix for police accountability, provided that certain operational conditions are met.
