ABSTRACT

BCIM has made a significant progress in 2013, which is the cooperation of BCIM has been lifted from Track II to Track I. From the perspective of institutionalism, institutionalization of BCIM cooperation does not change after upgrading from Track II to Track I, BCIM cooperation is still a platform for dialogue and the only change is the participants of dialogue has changed from think tanks to government agencies. International institution is the results of regional and sub-regional cooperation while it is the one of major diving force for further cooperation after it is established. International institution is also the cooperative results of sovereign state which is heavily influenced by countries while international institution itself is an relatively independent actor which is vital for the continuity and stability of international cooperation, BCIM has been lifted from Track II to Track I cooperation after 15 years efforts, to promote the institutionalisation of BCIM cooperation should be the next aim of BCIM for the sake of continuity and stability of BCIM cooperation. This chapter summarize and review the current institutions in BCIM cooperation and figures out its strength and weakness, and also put forward suggestions for further institutionalisation for BCIM cooperation. This chapter will also find out respective perceptions of four countries for institutionalisation of BCIM cooperation and provide a roadmap for institutionalisation of BCIM cooperation.
