ABSTRACT

This chapter is concerned with the implementation of peacekeeping missions. It focuses attention on the day-to-day activities of peacekeepers rather than on the resolution of the major issues dividing the conflicting parties. The chapter discusses how mediators choose tactics and implement a plan. It also discusses on the negotiation role and discuss how goals are set and plans are developed. The peacekeeper, as a third party, targets and attempts to improve the relationship between the disputing parties. In setting goals, the peacekeeper must consider the goals of all parties. A peacekeeper can take steps to move the parties off their current positions and to nudge them toward positions that are more agreeable to the other side. After initiating interactions, the peacekeeper can establish the protocol for the negotiation process by suggesting and enforcing mechanisms through which the interaction will be conducted. The chapter concludes with some implications for civilian negotiation and mediation.
