In Chapter 12 Nigel Whiskin writes from the perspective of his 50 years’ experience working to provide a range of services to the criminal justice system. This, he says, has influenced his thinking about who is best placed and best equipped to deliver criminal justice services. He says conclusions should not be based on political or institutional rhetoric, but rather on answers to the questions ‘Does it work? Does it pay?’
