ABSTRACT

This chapter argues that Slobodan Milosevic, a cunning politician, has not only survived politically a winter of rioting and demonstrations in Belgrade, but is again in full control of the Federal Republic of Yugoslavia (FRY) and Serbia as well. It looks at the framework of the Yugoslav federation and then focuses on relations between Serbia and its junior partner, Montenegro, as well as, briefly, on the question of Kosovo. The chapter provides a measure of the stability of the FRY, in light of political changes in Montenegro, and the war in Kosovo. It also focuses on the economic and refugee situation in the FRY in the aftermath of the signing of the Dayton peace accord. The chapter analyzes the results of the parliamentary elections in Serb Republic of Bosnia-Herzegovina, which took place in November 1997. It examines the causes of the disintegration of the coalition Zajedno.
