ABSTRACT

The programme management is decentralized and implemented via programme management units, a Polish-based network entitled to distribute the funds granted for a given programme according to defined procedures set by the European Commission. Attempts at coordination, especially those undertaken by the European Commission, were purely official and brought no practical benefits from the Polish point of view. Tenders in bilateral projects usually took place without the participation of Polish institutions, regardless of whether they were end recipients or programme coordinators. Attention was also paid to training and retraining Polish lecturers and teachers, although the programme left enough room for educating management staff. Polish-German cooperation is mainly concentrated in the border regions or in other regions traditionally close to Germany. Cooperation with Polish coordinators was frequently merely formal, and consisted of acquiring political permission for some major projects - sometimes after they were accomplished.
