ABSTRACT
Much of the recent debate over immigration has focused on a rela tively small share of the total immigrant population-those living in the United States illegally. This debate has centered not only on propo sals for keeping illegal or undocumented immigrants1 out of the coun try but also on the impacts of such immigrants on state and local governments.
