ABSTRACT

This chapter discusses and describes the development of an increase in a changing structure of relations between various terrorist groups as they interact within international systems of global networks. It shows how the future of terrorism will involve the use of the relationships and, with the availability of new weapons and technology, seeks to create new forms and targets of victimization, changing and expanding the power of per-suasion and influence of terrorist groups. The chapter deals with the challenges which these new developments present for the intelligence agencies and security forces of the United States. America has become the target of world-wide terrorism and the central target is the US government and its intelligence agencies. The chaos and changes resulting from the fall of communism and the end of the cold war have affected changes in both the US and Russian espionage networks.
