ABSTRACT

This chapter describes the approaches to capability building/training for local officials in the Philippines after the enactment of the Local Government Code in 1991. There are four levels of local governments in the Philippines: provinces, cities, municipalities and barangays. On October 25, 1993, the President of the Philippines issued Proclamation No. 284 adopting the Integrated Capability Building Program (ICBP) with the Local Government Academy taking the lead. The ICBP provides the general framework for all training and capability building activities being implemented in all the local government units (LGU) in the country. The local Institute for Local Government Administration will respond to the basic capability-building needs of the LGUs in the area and Local Government Academy will simply provide staff support and other resources it may be able to offer as a national training resource for local governments. The Galing Pook Program has brought about a number of downstream activities in the implementation of capability building programs for local governments.
