ABSTRACT

The policies are based around a number of fundamental principles which the Conservatives have tried to introduce into all aspects of life in the United Kingdom. Having outlined the wider context, it is appropriate to consider, in brief, the structure of higher education in the United Kingdom so that it is possible to understand more clearly issues associated with the development of policy and provision for students with disabilities and learning difficulties. The Higher Education Funding Council for England established a small Advisory Group on Access and Widening Participation. Skill: National Bureau for Students with Disabilities was invited to represent disability interests. Whilst the funds for the Disabled Students Allowances originate with central government, the system for allocation is administered by the local education authorities. Some institutions have been trying to develop high quality provision for disabled students. The staff training programme accords with the University's philosophy underpinning all its work with disabled students.
