ABSTRACT

The Commonwealth Government had earlier established "Open Learning Australia", a consortium of universities which develops and provides distance education opportunities via television, radio and print distribution and in 1994 the beginnings of "OpenNet" which will eventually supply access to the Open Learning courses and the "Infobahn" of the future. In 1994 the Commonwealth Government National Board of Employment, Education and Training commissioned the present writer to develop a set of "Guidelines for Disability Services in Higher Education". The Government, through a number of its agencies, especially the National Board of Employment, Education and Training and the Higher Education Council has also attempted to influence university policy and practice in a number of areas. A requirement of funding of programs under this model was that the university granted funds for a particular program will continue that program from its own recurrent grant after the end of Higher Education Equity Program funding.
