ABSTRACT

The arrangements for the Annual Review meeting were the same for Mr and Mrs Frost as they had been for the parents of seventy pupils already 'reviewed' that academic year. The procedure they had adopted for the Act's formal Annual Review of pupils special educational provision was not conducive to an equal parent-professional partnership. Parents perceived the Annual Review meetings as dominated by professionals and, therefore, found them somewhat daunting. One crucial aspect which will need further attention is the use made of the information parents give in the Parents' Comments Form (PCF) and during the Annual Review meeting. The agenda of the meeting was largely dictated by the professionals and the partnership was far from equal. It illustrates that effective professional partnership with parents is not about filling in forms and making reports per se, but about the quality of the relationship that is built during this and numerous other activities.
