ABSTRACT

The first specialized schools for atypical populations of children in the Russian Federation were established under the guidance of the Empress consort Maria Feodorovna, who was appointed the chief inspector of public orphanages in 1797. The speech and language therapy is a certified specialist with higher education in defectological pedagogy, who has qualifications in neuropsychological assessment and speech intervention for patients with speech deficits and other cognitive impairments. A number of initiatives have been undertaken to reduce the number of children with chronic language deficits through the joint work of public health services and educational institutions. Early identification of speech and language problems is dependent on the availability of standardized language assessments, and also on creating a single set of terms used by clinicians, researchers and parents. Much effort is put into delivering services to children with diagnosed speech and language problems.
