ABSTRACT

Japan is experiencing large-scale changes, which extend from the restructuring of social systems, political party reforms, the financial sectors’ ‘big bang’ and changes in the employment system to company structure reforms. The Legal Aid System Study Group was organized in November 1994 by the Minister of Justice, upon recommendation by the Legal Affairs Committee of the House of Representatives. In Japan, legislation is required so as to establish a system that enables the government to take the initiative. An integrated management structure should also be created to provide equal and efficient services throughout the country. The legal consultation service provides an important initial point of contact for people of limited means. Consultation services are being provided all over Japan by many local governments as free services to local residents and by other institutions. There are many issues to be agreed among the relevant parties before the new legal aid body will be organized and the new services will be commenced.
