ABSTRACT

On 14 April 2014, the author relocated from Ontario to Saskatchewan to start a new journey in policing after accepting a position as the Chief of Police for the Estevan Police Service. Before applying for position of Chief of Police, the author had done our diligent research on Estevan community, which is noted as sunshine capital of Canada. The author was well aware that Estevan was an oil-rich community located in heart of Bakken Oil Fields, but the author must admit he had no idea of challenges policing a boomtown created. The Estevan Police Service was typically structured as a generalist policing service, meaning patrol officers responded to every type of call. A ‘jack of all trades, but master of none’ approach, if people will. As a Chief of Police, the author find myself in a unique position of defending staffing levels, budgets and resources to both politicians and the public. With a bust comes a downturn in the economy.
