ABSTRACT

Competency Based Training' (CBT) is an integral part of the workplace trainer’s vocabulary. However, for very many years CBT has been the rationale behind the Systems Approach to Training, favoured, in slightly varying forms, by air forces throughout the western world. The emphasis on competency has been most obvious in flying and flying operations training such as ab initio pilot training and air traffic control training, and is readily illustrated by the widespread use of increasingly realistic simulators in the development of operational competencies. Evaluation is therefore, consistent with the demands of, and the processes associated with, Total Quality Management. For that reason alone its influence is assured. A growing emphasis on this aspect of the training cycle should be welcomed by the aviation industry. In the broader sense, evaluation implies an assessment of the total value of a training course both to the individual being trained and to the organization sponsoring the training.
