ABSTRACT
The shift away from the enthusiasm which must have been present when the parties reached agreement on the text of the 1951 Geneva Refugee Convention is noticeable – and noted in policy conclusions in the Council of Ministers of the European Union (EU). 1 A less than ready application of the 1951 Convention is also discernible in the domestic laws of many countries outside the EU.
