ABSTRACT
There is no consensus on what counts as cultural diplomacy. Indeed, this debate has been ongoing for quite some time alongside a related debate about whether cultural diplomacy deserves a permanent place in the policy toolkit of governments. While it is an important academic exercise to arrive at shared definitions, it can also obscure the important role that the arts and culture can play in this moment to foster understanding and to bridge difference.
