ABSTRACT

This chapter considers an important cross-cutting theme in the context of macro talent management – the notions of clusters. We apply the main theories in cluster research to better understand how to effectively manage the relationship between clusters, skilled mobility and talent management. We note that the notion of clusters – as part of the broader issue of industry agglomeration and the influence of location on performance – is one that has been used in a range of academic disciplines including economics, geography and management. We thus call for a better understanding of how talent management operates at regional or national level. Key questions considered in the chapter include: In an age of globalization and digitalization, might the intellectual product of talent end up becoming more mobile and transferable such that place and space may not matter as such? What are the key interconnections required in the context of MTM? What are the key policy implications for MTM in the context of clusters?
