ABSTRACT

This chapter analyzes various institutional, cultural and technological factors as external environmental factors that shape the TM system of the country. It explores the interactive effects of various government policies (including higher education policy, birth-control policy, innovation policy, and employment promotion policy) on the labour market with TM implications. The chapter also assesses employers’ human resource strategy in response to social policies, such as the One-Child policy and Two-Child policy, and labour market situations, which in turn shapes the labour market conditions and consequently talent supply and development with gender implications. Finally, the chapter summarizes talent shortage problems and challenges as a result of the macro-level factors and concludes with a number of recommendations to TM in the Chinese context.
