ABSTRACT

Many of the strategic approaches to managing talent in organizations offer comparatively few insights for government policymakers who have to deal with a broad range of social and economic considerations influencing their nations’ workforces. Most of the literature on talent management (TM) concentrates on how organizations can manage specific groups of employees considered most critical for achieving a sustainable competitive advantage. The majority of published frameworks on TM predominantly address the stakeholder concerns of owners and executives of corporations, and converge on an organizational level of analysis. This study concentrates on governmental and national rather than organizational perspectives.
