ABSTRACT
This chapter discusses the factors that affect talent flows or migration at a country or city level. In particular, we examine the political, economic, social and technological or ecological characteristics of both countries and cities that affect their attractiveness and thus encourage, or discourage, immigration into these locations. In addition, we investigate the steps that governments or local authorities might take to manage talent flows at the macro level and discuss the implications of these factors for countries, cities, organizations and individuals.
