ABSTRACT

The concept of "close learning" means creating and supporting learning opportunities close to or rooted in the context of performance. Kinsella's case example is about providing shared leadership development to the separate organizations working as one organization in a local strategic partnership in the public sector in the United Kingdom. The local strategic partnership (LSP) is a new type of organization set up by the government to refocus the delivery of services to meet local community needs that conventional local authorities and statutory agencies like primary care trusts (PCTs) are having difficulty meeting. These LSPs face substantial challenges in providing appropriate leadership in partnership in their local areas. The aim in all this has been to close the gap between performing and developing by creating dynamic learning architectures for this kind of both performance and development at the same time.
