ABSTRACT

US trade policy from 1993 to 2003 has shown greater continuity than change. The principal trade policy political dynamic remains Congress-Executive branch interaction. Members of Congress defend interests of particular firms and consumers, whilst the President integrates trade policy with broader foreign policy objectives. The Clinton Administration concluded the GATT Uruguay Round and promoted US exports to rapidly developing economies with large emerging middle classes. The George W. Bush Administration secured renewal of 'Fast Track' trade promotion authority and launched a new multilateral trade round.
