ABSTRACT

This chapter describes the perspective of social cybernetics, the design of a regional system to catalyze local development processes by articulating the delivery of technological programs to undergraduates with innovative transformations of local and traditional food production farms. A pilot project is being designed in Chaparral using a German-made technology for aquaponics. Colombia is a rich country with a poor population. It has two oceans, immense natural resources. It has all climates during the whole year because it is located close to the equatorial line. The biggest open coal mine in the world is there as well as some of the best softer coffees and it is also one of the largest flower producers in the region. However, Colombia is a country full of contradictions. Although its economy is growing, half of the population lives under the poverty line and the Gini coefficient is the second worst in South America after Bolivia.
