ABSTRACT

This chapter describes a paradigm shift in the management from the subject-object approach to the subject-subject, in which each person, an employee, is considered, not as a function, but as the subject who wants to be realized. It explains the project “Civilian Strategy”. The project was held by public associations during election campaigns: to intensify the political activity, to gather information about the mood, problems and aspirations of the citizens. The path from the problems and aspirations of each of the participants to the regional development strategy has been proposed and implemented. Cybernetics combined the models of engineering, biology and social sciences, showed the universal model of management and communication. Theoretically the project is based on V. S. Dudchenko’s works where the development of the business is connected to the personal development of the participants, which in turns means the development of the relationships between participants.
