ABSTRACT
Serious allegations of resort to forced labour, not only for Government purposes, but also for private employment, having been made, the Liberian Government appealed to the League of Nations for assistance and advice in a general reformation of methods of administration, finance, and sanitation. Subsequent investigation revealed the need for drastic changes.
