ABSTRACT

Parking enforcement is necessary to ensure that chaos does not occur in the areas where people park their vehicles, and that all regulations and rules are being followed. The effectiveness of parking regulations is only realized when vehicle operators expect that regulations will be applied regularly. Issues arise when enforcement does not exist, limiting access to businesses, impeding traffic flow, and creating an unsafe environment for the public. Parking enforcement is a benefit for the area where enforcement takes place, either by creating a better quality of life for residents, or improved business access that results in increased sales and business tax revenue for the community. Effective parking enforcement requires more than assigning an officer to write parking tickets. Without any thought as to where or what problem is being addressed, results will be random at best and the effectiveness over time will be limited. Parking enforcement is critical to the success of any parking operation and the institutions or operations they run.
