ABSTRACT

This chapter presents some survey findings concerning the views of teachers about appraisal and suggests guidelines for the development of an effective and equitable framework acceptable to all teachers. Improving the quality of education and making teachers and schools more accountable are concerns in many educational systems. Teacher appraisal is only one means of fostering development and improvement and should not be considered in isolation. Some pilot studies of teacher appraisal were sponsored by the government in order to provide guidelines for a national scheme and assess the financial implications for Local Education Authorities (LEAs) and schools. Teacher appraisal schemes initiated by individual LEAs and schools have been discussed by Turner and Clift and a survey of both pilot and non-pilot schemes has been carried out by Her Majesty's Inspectorate (HMI). The HMI survey emphasizes that the two principal aims of appraisal are to facilitate the professional growth of the individual teacher and to effect institutional improvement.
