ABSTRACT
The claim of ‘consolidation of democracy’ can be meaningful only when the rights are respected. This should be the primary criteria in the promotion of the civil society. Nurturing democratic ethos can produce a vibrant civil society where the ‘sovereign individual’ experiences the rights to life, freedom and liberty.
