ABSTRACT

The legal framework and policy for gambling in France is based on a “responsible gambling strategy” designed to prevent and reduce potential harms associated with gambling. The reliance on revenue generated from the losses of people who gamble problematically is the main obstacle in reaching this goal. The proportion of revenues derived from problem gambling is an indicator of whether a particular game is beneficial or harmful to society. From a public health perspective, the more these revenues are provided by those who gamble problematically, the less beneficial the game is. It is also a good indicator of a responsible strategy: the higher the portion of revenue derived from problematic gambling, the lower the interest of operators to support responsible gambling and prevention of addiction. Under these assumptions, this chapter assesses the effectiveness of responsible strategies for different types of games.
