ABSTRACT
The twentieth century was a time of dramatic educational transformation, marked by rapid educational expansion and reform. The basic features of educational expansion are well known and comprise three fundamental steps: (1) the establishment of near-universal primary education at the beginning of the century, (2) the rise of near-universal secondary education toward the middle of the century, and (3) the ongoing development of systems of mass higher education toward the end of the century.
