ABSTRACT

This chapter focuses on the role of CARE, one of the world's largest international relief and development nongovernmental organizations (NGOs), within the new dynamics of multilateral diplomacy. It first examines major changes in the organization over the past two decades—some generated internally and others triggered by external forces—with a focus on the changes that have influenced CARE's growing role in policy analysis, advocacy, and multilateral processes. The chapter also explores the key assets that NGOs like CARE bring to the arena of multilateral diplomacy. It draws from several CARE experiences, particularly the roles that CARE and its NGO partners have played in multilateral diplomatic processes related to civil conflicts in developing countries. Finally, the chapter extracts some key lessons learned from CARE's experience in the arena of multilateral diplomacy and identifies limitations to the influence of CARE and similar NGOs on multilateral diplomacy.
